Parliamentary democracy in the EU and its limits in the European Parliament

Abstract

This article analyses the extent to which the most important principles of parliamentary democracy relating to the European Parliament, as enshrined in the Treaties, have been reflected in the rules of the EU legal order. It discusses the EP's position in the EU institutional system in terms of its ability to intervene directly or indirectly in EU lawmaking that directly affects EU citizens, as well as its links with them.

The analysis concludes that parliamentary democracy in the EU is not yet fully developed and that the representatives of the Member States' executive still play a central role in EU law-making. The main reason for this is the lack of European identity of EU citizens.
