Abstract

One of the traditional tasks of the state is to ensure the security of its citizens. This can be said to be one of the "classic 44 functions of the state, inherent in all states across space and time.

It can even be stated that states were founded at the very beginning of their existence for the purpose of ensuring the security of their populations. The existence and importance of fulfilling this task are naturally more evident in times of acute security threats, as is the case at present.
