The aim of the project was to develop a framework to measure the quality of services for persons with disabilities which would be outcomes focused, centred on the quality-of-life concept, and aligned with the UN Convention on the Rights of Persons with Disabilities. The second task was to formulate a proposal for the development of a framework as such.
A literature review and expert consultancy were utilised to gain a picture on the models of service quality used and to identify a potential framework and set of associated indicators.
