Abstract
The second part of the article deals specifically with the current situation in the Czech Republic of negotiation and expressing the state's consent to be bound bz international agreement. There are discussed problems of the concept of "negotiation", distinguishing among "presidential", "governmental" and "ministerial" agreements, situation when one of the chambers of the Parliament expresses the consent with the international agreement and the other does not, or the simplified procedure of approving international agreements, that are submitted to the simplified approval to the Parliament.
